Shan has served as the Deputy Director of the Human Resources Department at the Qianhai Authority for over ten years. Prior to this role, she was a Section Chief at the Shenzhen Nanshan District Human Resources Bureau for eight years.

She obtained her master degree in public management from the LKY School, National University of Singapore and Kennedy School of Harvard University.

She has been involved in the reform and opening up policy-making of Qianhai, particularly in regard to organisational development of the first statutory board, individual income tax incentive policies, etc.

With extensive experience working in both Shenzhen and Hong Kong, Shan is proficient in English, Cantonese, and Mandarin. She possesses in-depth knowledge of the Qianhai Preferential Policy and has significant experience in communicating business development opportunities to various stakeholders.
