A strategic long-term development plan, the Northern Metropolis aspires to become an international innovation and technology hub as envisaged by Chief Executive John Lee in his Policy Address.

Professor Anthony B. L. Cheung is currently the Research Chair Professor of Public Administration (Adjunct) at the Education University of Hong Kong where he was President from 2008 to 2012, and Adjunct Professor at the Division of Public Policy of the Hong Kong University of Science and Technology.

From July 2012 to June 2017, Professor Cheung was Secretary for Transport and Housing of the Hong Kong SAR Government and, in that capacity, Chairman of the Hong Kong Housing Authority, Chairman of the Hong Kong Maritime and Port Board, Chairman of the Hong Kong Logistics Development Council as well as board member of the Hong Kong Airport Authority and Mass Transit Railway Corporation.

Professor Cheung graduated from The University of Hong Kong in 1974 with a BSocSc (Hon) degree in Sociology and Economics. He later obtained a MSc degree in Public Sector Management from the University of Aston, UK, and PhD degree in Government from the London School of Economics and Political Science, UK. He was awarded an Honorary Doctorate of Science by Aston University in 2016 and an Honorary Doctorate of Education by EdUHK in 2017.

Before joining academia, Professor Cheung had served in the Hong Kong civil service, working in various departments including the Independent Commission Against Corruption (ICAC). In 1986, he joined the City University of Hong Kong, where he subsequently became Professor and Head of the Department of Public and Social Administration. As the President of the Hong Kong Institute of Education he laid the foundation for the Institute’s subsequent retitling as Education University under an ‘Education-plus’ vision. He co-founded the Asian Association of Public Administration in 2010 and served as its president in 2012.

Professor Cheung’s research has focused on governance, public administration, administrative and civil service reform and public policy. He has published 17 authored/edited books, and 115 refereed journal articles and book chapters, and delivered numerous keynote presentations and conference papers.

Professor Cheung was active in public affairs. During 1995-97, he was Member of the Legislative Council. He was chairman of the political group Meeting Point (1989-94) and a founding vice-chairman of the Democratic Party (1994-98). He also founded an independent think-tank SynergyNet in 2002.

Among his many public service roles, Professor Cheung was a Non-Official Member of the Executive Council (2005-2012); Chairman of the Hong Kong Consumer Council (2007-2012); Chairman of the Pay Trend Survey Committee (2007); Member of the Consultative Committee on the New Airport and Related Projects (1991-98); Member of the Task Force on Review of Civil Service Salaries and Conditions (2002); Board Member of Hong Kong Mortgage Corporation (2007-17), and Member of the ICAC Operations Review Committee (2005-07).

Since stepping down from ministerial office, Professor Cheung has been appointed from November 2017 as Chairman of the Committee on Self-financing Post-secondary Education, and Member of both the Education Commission and University Grants Committee. During 2017-18, he chaired a government task force to review self-financing post-secondary education. He is also an adviser to the Steering Committee of the Hong Kong International Aviation Academy.

Alex is Managing Director, Hong Kong & Macau and Head of Agency Leasing. Office leasing has been the early focus of Alex’s career where he has advised multinational, local corporates and developer clients. Alex began his career in Australia, moving to JLL Hong Kong in 2005.

Alex has developed excellent relationships with occupiers and major Landlords in Hong Kong through large scale transactions and advisory. He is well respected amongst the greater Landlord and corporate community and has spearheaded major projects on behalf of UBS, Julius Baer, Wells Fargo, Baker McKenzie, T. Rowe Price, Linklaters, Allen & Overy, CACIB, Siemens, etc.
Alex sits on Greater China Leadership Group, JLL Regional Office Leasing Executive and the Global Office Leasing Group (GOLG).

Rosanna Tang leads the research and marketing functions in Hong Kong, and supports the management to establish and drive Cushman & Wakefield's business priorities and development strategies. She is also a key spokesperson on delivering thought leadership content to continue to support the firm’s strong reputation.

Rosanna has extensive experience of 16 years in real estate markets across Hong Kong, the Greater Bay Area and the Asia Pacific region. With her deep understanding of the property market and strong research background from both buy-side and sell-side experiences, Rosanna has led numerous pioneer research papers and client-oriented initiatives throughout her career.

Prior to joining Cushman & Wakefield, Rosanna held senior positions as Head of Research, Hong Kong and Greater Bay Area at Colliers, and as Director at CBRE Asia Pacific Research. She has also worked in the Corporate Planning & Strategic Investment department of Sun Hung Kai Properties, where she led research analysis for both Hong Kong and overseas property markets.

Rosanna graduated from Peking University with a Bachelor of Law degree majoring in Political and Public Administration, with a double degree in Sociology. She also earned a Master of Science degree in Finance from the University of Michigan.

Ir Andrew YOUNG has over 35 years of executive experience, he was the Chief Commercial Officer (2015-2017) of Hong Kong Science & Technology Parks Corporation and Director of Partnership Development (1998-2011) of The Hong Kong Polytechnic University. Ir YOUNG is currently an Associate Director (Innovation) of Sino Group with responsibility to explore and identify the Group’s innovation and technology development and explore investment opportunities.

Ir YOUNG graduated from the University of South Australia with a Bachelor of Engineering (Mechanical Engineering) degree and holds a Postgraduate Diploma in Business Administration and Master of Business Administration. He is a fellow member of the Hong Kong Institution of Engineers and a Chartered Professional Engineer of the Institutions of Engineers Australia. Ir YOUNG is also an Adjunct Professor at The Hong Kong University of Science and Technology and The University of Hong Kong. He serves on various committees in different universities, such as Singapore Management University, City University of Hong Kong, Hong Kong Baptist University, etc. Ir YOUNG also sits on various position in leading commerce and industry associations, including the Chairman of Hong Kong Automation Technology Council and AI & Robotics Alliance of Hong Kong, Vice Chairman of Hong Kong Startup Council and Hong Kong Medical and Healthcare Device Industries Association, and member of Construction Industry Council, etc.

Chi Sum is specialised in strategy formulation, partnership building and commercial development of infrastructure, construction and real estate projects in Hong Kong and Greater Bay Area.

Chi Sum has been working with the Governments and the private sector in the region to expedite the commercial advancement of the infrastructure landscape in the region.
