Despite a steady recovery, risks to China's economic outlook remain high. These include a protracted global slowdown caused by the Covid-19 pandemic, mounting pressure from a possible US-China decoupling and long-standing structural issues facing the economy.

Against the background of increased uncertainty in the global market, China has launched a new economic strategy called "Dual Circulation," which aims to cut the country's dependence on overseas markets and technology. What exactly is the "Dual Circulation" strategy and what are the implications for the global economy? Which one of the troika, namely consumption, exports and investment, will be the most important driver of growth in post covid-19 and beyond?

Louis Kuijs is Head of Asia Economics at Oxford Economics, based in Hong Kong. He leads the firm’s macroeconomic research and forecasting for Asia, oversees the team of economists across the region and serves clients globally, including through meetings and conferences.

Before joining Oxford Economics, Louis held a number of senior positions in both the public and private sectors, including at the International Monetary Fund (IMF), the World Bank in Beijing and, as Chief Economist for Greater China at the Royal Bank of Scotland in Hong Kong. While with the World Bank in Beijing, he led the well-regarded China Quarterly Update, headed the Bank’s mid-term review of China’s 11th Five Year Plan and led research on China’s saving and investment, rebalancing, and long term growth and structural change.

Mr. Kuijs is a well-known observer of the Chinese economy and contributes regularly to the international media.

Helen Qiao is a managing director and chief economist for Greater China and head of Asia Economics Research, based in Hong Kong. Prior to that, Qiao spent more than six years at Goldman Sachs as senior China economist and four years at Morgan Stanley as chief Greater China economist. Previously, she worked at the World Bank Group (International Bank for Reconstruction and Development) in Washington DC and Lehman Brothers in Tokyo.
Qiao has written a wide range of thematic research papers on China. Her work has been published in media and in academic journals, such as The Journal of Policy Modeling. Her team has been ranked top-three in the Institutional Investor All Asia research team surveys in 2013-18 consecutively and No. 1 in Asia economic research in the Institutional Investor Global Fixed Income survey in 2019. Qiao holds a BA degree in international trade from the Renmin University of China, and master’s degree and a PhD in economics from Stanford University.
