With threats and insults from U.S. President Donald Trump, no sign that international sanctions or pressure are deterring Kim Jong Un from further missile and nuclear tests, and little evidence China is willing or able to use its leverage in a way that will force a change in North Korea behavior, the risks of conflict are growing.
