    Economic Unit Chief at U.S. Consulate General for Hong Kong & Macau

    Rachel Brunette-Chen has served as the Economic Unit Chief in the Economic and Political Section at the U.S. Consulate General in Hong Kong and Macau since September 2020. Prior to her assignment in Hong Kong, she was the Principal Officer at the U.S. Consulate General in Sapporo, Japan. Other previous assignments include the Political and Military Affairs Unit at the U.S. Embassy in Tokyo, as well as economic, consular, and political roles at the U.S. Embassy in Beijing, the American Institute in Taiwan (AIT Taipei), and the State Department’s Bureau of Intelligence and Research in Washington, D.C. From 2009-2010, Rachel spent a year at the Japanese Ministry of Foreign Affairs APEC Office on a diplomatic exchange fellowship. Before joining the Foreign Service, Rachel worked as a business analyst for Deloitte Consulting in San Francisco, California. Rachel holds a B.A. and M.A. in East Asian Studies from Stanford University and speaks Japanese and Mandarin Chinese. She was born and raised in Monroe, Wisconsin. Rachel is married to a fellow Foreign Service Officer and has two daughters in elementary school.

    Brad Harker is a Foreign Service officer with the U.S. Department of Commerce, Foreign Commercial Service. He is currently serving as the Senior Commercial Officer at the U.S. Consulate in Hong Kong, China. In this position, Brad and his team assist U.S. companies to develop their international sales, marketing, and trade efforts in Hong Kong and Macao. From 2014-2018, Brad was the Commercial Officer Team Leader for the aviation, rail, energy and environment sectors at the U.S. Embassy in Beijing, China.

    From 2010-2013, Brad served as the Senior Commercial Officer at the U.S. Embassy in Belgrade, Serbia with additional responsibilities in Bosnia & Herzegovina and Montenegro. From 2006-2010, Brad was the Principle Commercial Officer at the U.S. Consulate in Osaka, Japan where he was responsible for supporting U.S. Commercial interests in Western Japan. Brad’s first posting was in Athens, Greece from 2001-2004.

    Brad joined the Commercial Service in November of 2000 after working as the International Sales Manager for Winnemucca Farms, a large food ingredients company located in northern Nevada. At Winnemucca Farms, Brad oversaw the company’s international export business in Japan, South America and Europe. From 1997 to 2000, Brad was an International Trade Specialist for the State of Nevada’s Commission on Economic Development.

    Brad is fluent in Chinese, Japanese and Greek and participated in the Japanese Exchange and Teaching (JET) Program from 1994-1996 as an Assistant Language Instructor (ALT). Following JET, Brad worked in the import/export divisions of two Japanese multinational corporations, T-One Inc., a manufacturer of sports clothing, and Panasonic Avionics Systems, a manufacturer of in-flight entertainment systems for commercial aircraft.

    Brad is a native of northern Nevada has a Bachelors degree in Marketing from the University of Nevada-Reno (1993) and an MBA from the College of William and Mary, Raymond A Mason School of Business (2018). Brad is married with two children and enjoys skiing and hiking in his sfppare time.

    Director, Global Financial Services Team of US Government

    Peter Sexton is the Director of the Global Financial Services Team and Senior International Trade Specialist for the U.S. Department of Commerce in New York City. Peter leads a team comprising of 150 financial services specialists to develop international opportunities and increase market access and exports for U.S. financial services companies. He previously served as Global Finance Team Lead for Venture Capital, Real Estate Investments, and Mobile Payment Sectors and a Deputy Team Leader for Publishing on the Global Media & Entertainment Team. Before joining the U.S. Department of Commerce, he was Regional Manager for the Americas & Middle East at the Office of International Investment and Trade for the State of Maryland. Peter advised the State on international economic strategy and managed Maryland’s trade offices in Brazil, Mexico, and UAE to support Maryland exporters and attract companies and investment from these regions.

    Prior to this appointment, Peter worked for OCO Global; a specialist advisory firm providing consultancy to Governments and Economic Development Organizations worldwide. Peter began his career as an International Trade Development Executive for Enterprise Ireland in New York City consulting with companies exporting across the software, services, and emerging technology sectors. Peter graduated with an M.Sc. in Marketing Practice from the Michael Smurfit Graduate School of Business in Dublin, Ireland and a joint honors B.A. in Business Studies and Political Science from the University of Dublin, Trinity College.
