Tiffany Chen Secretary General at Industrial Development Bureau, Ministry of Economic Affairs, Taiwan Ms. Tiffany Chen is the Secretary General of Industrial Development Bureau (IDB), Ministry of Economic Affairs. The IDB is the authority in charge of the industrial development in Taiwan and formulating industrial development policies, promotes and implements industrial programs, develops industrial parks and oversees industry administrative affairs. Ms. Chen has strong working experience on international industrial affairs, especially in WTO, APEC, OECD and bilateral trade agreement negotiation. Before Ms. Chen’s appointment as the Secretary General of IDB in 2017, she was the Deputy Director General of Department of Investment Service in the same Ministry. She was responsible for inbound and outbound investment promotion, investment barriers removal and overseas talents recruitment. In 2014-2015, Ms. Chen was the Senior Executive Officer in Department of Foresight and Innovation Policies, Ministry of Science and Technology. Her work included technology management and S&T policies. Ms. Chen joined Taiwan government as an Engineer in 1999. She graduated from National Taiwan University with a MA of Political Science and majored in public administration.

Geoff Siebengartner Managing Director, Regulatory and Government Affairs, Asia Pacific of FedEx Express Geoff Siebengartner is Managing Director of Regulatory and Government Affairs for Asia Pacific, FedEx Express. Based in Hong Kong, Geoff manages FedEx Express relationships with government, key policymakers and other influencers in the Asia Pacific region. He leads, develops and implements strategies and tactics on regulatory matters in order to protect the Company’s interest and promote business growth. He serves on the board of the Conference of Asia-Pacific Express Carriers and chairs the Transportation and Logistics Committee at AmCham Hong Kong. Prior to joining FedEx Express in July 2017, Geoff was a U.S. diplomat for 14 years, working to advance the economic and trade interests of U.S. companies in foreign markets. He has more than a decade of experience working in the Asia Pacific region, with assignments in Beijing, Taipei, Shanghai, and Manila. Prior to his government service, Geoff worked in e-commerce and investment banking. In addition to English, he also speaks German and Mandarin. Geoff holds a Bachelor’s degree in International Studies from Emory University and an MBA from the Kellogg School of Management at Northwestern University and the Hong Kong University of Science and Technology.

Young graduated from the Hong Kong Polytechnic University in Textile Technology. He also holds a MSc from the University of Stirling, the UK and a Master of Advanced Business Practice from the University of South Australia. Being an advisor of the Taiwan Garment Industry Association, an advisor of the Taiwan Textile Industry Promotion office, IDB, MOEA, a Deputy Convenor of the Taiwan Smart Textiles Alliance (TSTA).Young has published over 60 referred journal papers, conference papers, chapters, and over 103 trade journals and newspaper articles.
