Please join the AmCham executive luncheon themed "Women in Diplomacy" where senior diplomats from Canada, UK and US will share their professional journeys in foreign service and their roles in shaping international affairs.

IMPORTANT : Revised Guest Policy Effective June 1, 2021

From June 1, all guests who are over 16 years old will be required to complete the American Club guest declaration form and show proof of vaccination (at least the first jab), for access to the Club. The Club will be using the Hong Kong Government's scanner to verify the QR code on the guest's vaccine certificate (digital record retrieved from the"iAM Smart" app or the physical certificate).

If guests have medical exemptions the American Club will require proof via an official government form issued by the guest's doctor. In addition to the "medically not suitable for COVID-19 vaccination" exemption, The American Club will also require a negative COVID-19 PCR test, taken within 72 hours of the guest's Club visit.

Rachel Brunette-Chen has served as the Economic Unit Chief in the Economic and Political Section at the U.S. Consulate General in Hong Kong and Macau since September 2020. Prior to her assignment in Hong Kong, she was the Principal Officer at the U.S. Consulate General in Sapporo, Japan. Other previous assignments include the Political and Military Affairs Unit at the U.S. Embassy in Tokyo, as well as economic, consular, and political roles at the U.S. Embassy in Beijing, the American Institute in Taiwan (AIT Taipei), and the State Department’s Bureau of Intelligence and Research in Washington, D.C. From 2009-2010, Rachel spent a year at the Japanese Ministry of Foreign Affairs APEC Office on a diplomatic exchange fellowship. Before joining the Foreign Service, Rachel worked as a business analyst for Deloitte Consulting in San Francisco, California. Rachel holds a B.A. and M.A. in East Asian Studies from Stanford University and speaks Japanese and Mandarin Chinese. She was born and raised in Monroe, Wisconsin. Rachel is married to a fellow Foreign Service Officer and has two daughters in elementary school.

Patricia Elliott assumed the position of Consul and Senior Trade Commissioner at the Consulate General of Canada in Hong Kong in September 2019. Patricia is responsible for the Trade and Investment Team for a territory that covers Hong Kong and Macao.

Prior to her arrival, Patricia had a similar position at the Canadian Consulate General in Los Angeles for four years, responsible for a territory that included Southern California, Arizona and Nevada. Patricia has also served as the Regional Director and Senior Trade Commissioner for the Prairies (Alberta, Saskatchewan and Manitoba) and the Northwest Territories and responsible for the delivery of the Government of Canada’s international trade agenda. In addition to Patricia’s role as Deputy Director for the Vancouver Regional Office (Pacific Region), she was the lead for the Global Affairs Canada’s Global Business Leaders Initiative that took place during the 2010 Olympic Games in Vancouver, British Columbia.

With a background in strategic planning, managing portfolio partners and a focus on client delivery, Patricia is fluently bilingual in English and French. Patricia graduated from Université Laval with a focus on Public Communications. She has worked with numerous departments in the Canadian Federal Government and has received five Deputy Minister’s Awards during her career.

Patricia is an avid reader of historical fiction, enjoys yoga, skiing and is consistently planning her next travel adventure. She is planning to continue her attempts to master paddle boarding in the waters of Hong Kong, a technique she initiated while living in Southern California.

Tamsin Heath has been the Deputy Consul General in Hong Kong since August 2019. In the role she supports the Consul General to lead the UK’s relationship with Hong Kong, overseeing the economic diplomacy, political and communications and corporate services teams.
Tamsin is a senior British Diplomat with experience in Beijing and in banking. A diplomatic service economist, her first posting was as 2nd Secretary Economic and Trade Policy in Beijing, working on the UK/China Economic and Financial Dialogue, as well as intellectual property issues.
After Beijing she worked on Middle East issues, first at the British Embassy in Riyadh and then covering Yemen from London, where she acted as Charge ́ d’affaires in Sana’a in 2013. Between 2013 and 2015 Tamsin was Private Secretary and Chief of Staff to the FCO Permanent Under Secretary and Head of the Diplomatic Service.
She moved to Hong Kong from The Hague where she was Head of Public Affairs at the Dutch Development Bank, FMO.
Before the FCO, Tamsin worked for the Chief Economist of the Royal Bank of Scotland group and HM Treasury. She studied Economics at St John’s College, University of Cambridge.
Tamsin is married with two children, Emily and Thomas.

Jessica Bartlett is the Director of Financial Crime Legal – APAC at Barclays and is based in Hong Kong. Jessica advises compliance and legal teams and the business lines across the APAC region on financial crime issues including economic sanctions, export controls, anti-money laundering, fraud, and anti-corruption. Jessica joined Barclays at the beginning of 2018, and previously was a senior associate at Freshfields Bruckhaus Deringer based in Hong Kong for three years and focused on providing advice on financial crime issues arising in internal and regulatory investigations, transaction due diligence, contract negotiations and Hong Kong High Court litigation.

Before relocating to Hong Kong in early 2015, Jessica was an associate at Freshfields and Shearman & Sterling based in New York City. Prior to joining private practice, Jessica clerked for the Honorable Sidney H. Stein, District Judge for the Southern District of New York. Jessica graduated summa cum laude with a Juris Doctor from the University of Illinois. She also holds a Master of Arts in Philosophy from Brandeis University, and Bachelors of Arts degrees in Art History and Political Science from Southern Methodist University. Jessica is Chairwoman for the American Chamber of Commerce Hong Kong.
