Director, Government Affairs, Southeast Asia, Taiwan & Pacific of Qualcomm Incorporated

In 2008, Alex Orange joined Qualcomm Incorporated as director of government affairs for South East Asia, Taiwan & Pacific. In this capacity, Alex directs Qualcomm’s public policy and regulatory agenda and oversees its relationship with Government and regulatory agencies in the region. Alex works with Ministries, policy makers and independent regulators on national frequency allocation plans, licensing and regulations for 3G, 4G, mobile broadband and broadband wireless access systems. Alex also interfaces with multilateral organizations and governmental forums such as the International Telecommunications Union and the Asia Pacific Telecommunity, to coordinate regional and international efforts in support of Qualcomm’s next-generation wireless technologies.

For almost 20 years Alex has been gaining experience in telecommunications related policy development, 11 years of which were gained working with the Ministry of Economic Development of New Zealand, where, as the Senior Planning Engineer he developed national spectrum management policies, plans, allocation methodologies, and licensing mechanisms that are considered industry best practice. Alex chaired the New Zealand Radio Sector that developed New Zealand’s international position relative to radiocommunications and also participated in or led New Zealand government delegations to numerous bi-lateral, multi-lateral, and UN treaty level negotiations.

Majoring in physics at the University of Canterbury (NZ), Alex graduated in 1989. Before gaining his Master’s degree in electronics from the University of Otago (NZ), Alex worked within the consumer electronics manufacturing industry in Hong Kong.
